A regular meeting of the Knox County
Board of Supervisors was held at the Court House in Center,
Supr. Fuchtman led the Board in the Pledge of
Allegiance.
Chairman Mackeprang announced to the
public that a copy of the Public Open Meeting Act was posted in the Boardroom.
Notice of the meeting was given in
advance thereof by publication in the Verdigre Eagle newspaper, as shown by the
Affidavit of Publication attached to these minutes.
Notice of this meeting was
simultaneously given to all members and a copy of their acknowledgment and
receipt of notice and agenda is attached to these minutes. All proceedings hereafter shown were taken
while the convened meeting was opened to the attendance of the public.
The following people were present at
various times during the meeting: Wausa
Gazette Reporter Deanna Anderson, Hwy. Supt. Barta, Co. Attorney Thomas,
Sheriff Henery, 911 Coordinator Janecek, Tom Kotrous, Co. Surveyor Skroch and
Zoning Admin. Doerr.
Correspondence
reviewed was: 1. Letter from Nebraska Commission on Law Enforcement and
Criminal Justice stating that the annual inspection by the Nebraska Jails
Standards Board will be held on May 4, 2012.
The minutes of the April 12, 2012 meeting were
read. Chairman Mackeprang approved the
April 12, 2012 meeting minutes as read.
Chairman Mackeprang moves the Board recess at 9:53
a.m. for Board of Equalization.
The Knox County Board of Supervisors reconvened at
10:07 a.m. with all members present except Supr. O’Connor Dist. #1.
Hwy. Supt. Barta met with the Board on the following:
1. Bridge crew update; 2. Oil crew update.
A request was received from Rolling Hills Golf Course to have the County
oil about 26 feet of the driveway into the golf course. The estimated cost would be approximately
$2,500 to $3,000. Consensus of the Board
was to not oil the Rolling Hills Golf Course driveway; 3. Update on the Lindy
North BIA Road Project. Bid letting will
be held in May; 4. Update on the transportation
training; 5. Update on the NIRMA Road
Liability training; 6. Supr. Fuchtman
informed the Board that a new mower is needed at the Creighton County Yard;
6. Putting on a larger fuel tank on a
bridge truck.
Supr. Hanefeldt updated the Board on his recent trip
to Washington D. C. that he, his wife, Dixie, and the

$300 to the Northeast Nebraska RC&D and to inform them that they should
apply for visitors’ promotion funds from the Knox County Visitors’
Committee. By roll call. Ayes Districts #2, #3, #4, #5, #6 and #7. Nays none.

carried.
Motion by Fuchtman, seconded by Banks to go into
executive session at 10:43 a.m. to protect the reputation of an individual
while discussing personnel. By roll call
vote. Ayes Districts #2, #3, #4, #5, #6
and #7. Nays none. Absent was District #1. Motion carried. Chairman Mackeprang reiterated that the
executive session will be held to protect the reputation of an individual while
discussing personnel. The Board came out
of executive session at 10:53 a.m.
Chairman Mackeprang stated that the executive session was held solely on
personnel.
Sheriff Henery informed the Board that the Fire
Marshall inspected and approved the Knox County Jail.

A request was received from a Crofton High School Government
teacher that a
Consensus of the Board was that the payroll schedule
for Knox County employees will be as follows:
payroll for inside employees will be the second Thursday of each month,
payroll for outside employees will be the last Thursday of each month, and if a
holiday falls on either the second or last Thursday of a month, payroll will be
the Wednesday prior to the holiday.
At 11:05 a.m., the Board took a
5-minute break.
Insurance Agent Jeff Hammer presented information on
life insurance through Lincoln Financial Group of
911 Coordinator Janecek updated the
Board on the purchase of the new 911 equipment.
While the State Advisory Board approved the purchase, the Public Service
Commission has not yet given final approval that wireless service funds can be used
towards the purchase of the equipment.
An additional telephone line will be needed as well as texting
software. 911 Coordinator Janecek said
that the equipment would cost $194,922.89, asked that the funds be paid from
the Inheritance Fund and the amount be paid back to the Inheritance Fund
annually by the 911 Wireless Service Fund (55%) and the 911 Emergency Fund
(45%) over a 5-year period. Consensus of
the Board was to pay for the new 911 equipment in the amount of $194,922.89
from the Inheritance Fund, the amount to be paid back to the Inheritance Fund
with no interest charge, by the 911 Wireless Service Fund and the 911 Emergency
Fund over a 5-year period with no early pay-back penalty, contingent upon
County Attorney Thomas’ approval and drafting of a resolution and promissory
note.
Supr. Swanson updated the Board that

Comment on non-agenda items was given by Supr.
Miller. A letter was received from
Berggren Architects for proposed tasks to accomplish a Long Range Strategic
Master Plan for the Courthouse and installation of an elevator. Copies were given to the Board members to
review before the next meeting.
The Board made a quarterly visit to the Knox County
Jail as per Nebraska Revised Statute 47-109.
Chairman Mackeprang moves the Board recess at 12:00
p.m. for lunch.

Motion
by Hanefeldt, seconded by Fuchtman that all claims, audited and approved for
payment or rejected by the
Claims Committee be allowed or rejected
subject to delinquent personal taxes. By roll call vote. Ayes Districts #2, #4, #5,
#6 and #7.
Nays none. Abstain District
#3. Absent was District #1. Motion carried. Claims totaling $135,275.93 are listed
at the end of these proceedings.
Chairman Mackeprang opened the advertised public
hearing at 1:00 p.m. for consideration of the Tin City Recreational Area plat
that is located in the W1/2SW1/4 of Section 17, T33N, R7W,
Zoning Admin. Doerr met with the Board on the
following: 1. Motion by Banks, seconded
by Swanson to approve the zoning lot split for Jeffrey Rodgers on a 6.096 acre
tract in the SE1/4SW1/4 of Section 8, T29N, R2W of the 6th P.M.,
Chairman Mackeprang closed the open public hearing on
the Tin City Recreational Area plat at 1:30 p.m. There
was no one present during the hearing in
opposition to the plat. Motion by Swanson, seconded by Fuchtman to
adopt
Resolution #2012 – 21 to adopt the plat for
Tin City Recreational Area that is located in the W1/2SW1/4 of Section 17,
T33N, R7W,
District #1.
Motion carried.
Public comment on non-agenda items was given by Tom
Kotrous. He was concerned about finding
information in the newly adopted Zoning Regulations. Zoning Admin. Doerr said that it was her goal
to try to make the regulations easier to research by putting information under
districts and that there are some regulations that are the same for every
district so are not repeated. Mr.
Kotrous was also concerned about the processes and delays to obtain a FEMA
grant.
